Activities related to Emergency Services
Legislation: |

Initially a report on revamping of Civil Defence
and establishment of Emergency Services in
Pakistan to deal with emergencies and disasters in an effective
manner was submitted. Then a comprehensive study
was undertaken for UNDP and Ministry of Interior,
to review the capacity of existing organizations
responsible for managing emergencies and disasters
in
the Country.
Subsequently drafting
of Emergency Services legislation was started by the National
Task Force on Revamping of Emergency Services to
fill in the gaps in this area after detailed
consultations with experts from all over the
country and abroad, discussions with the
provincial representatives and groups of senior
Government officers. The worthy comments
from provinces, public and other stakeholders have
also been incorporated. |

General Activities: |
• Studying the Epidemiology of trauma victims for
the last ten years, thus strong familiarity with
the problems faced by victims of accidents and
other disasters at every level.
• After a lot of struggle towards ensuring proper
training of emergency personnel, successfully
introduced First Aid and Disaster Management, as
part of training for Police all over the country,
Fire Services, Edhi Ambulance Service, Civil
Defence, Girl Guides/ Scouts and other concerned
organizations.
• Developed the curriculum and a book on First
Aid, Hazards and Disaster Management for the
personnel of the Emergency services, so that they
are well trained to deal with routine emergency
situations and disasters in an effective manner.
• Initiated the process of training in Police on
permanent basis by training the first batch of
trainers from the various police training schools
of Punjab at the Police College, Sihala.
• Working towards introduction of First aid and
risk assessment as a part of the school
curriculums, so that whole country can be prepared
to deal with emergencies in a better way.
• Drafting of the Disaster Management Plan for
Punjab health department.
• Organized several seminars and awareness
activities like walks on Accident & Injury
prevention and Disaster Management with local and
international collaboration.
• Established liaison with the World Safe
Community Network of World Health Organization for
Community Safety Promotion.
• Conducted several workshops for school-teachers
to train them to provide first aid and handle
emergency situations.
• Working towards ensuring the first aid and
triage training of hospital staff especially of
emergency departments in the government hospitals
of Punjab.
• Also submitted plans for establishment of
non-existent emergency ambulance services in
Punjab.
• Organized the first Training Workshop for Police
on First Aid & Transportation of Injured and as
result of which from September to December, 1996
every Police patrolling vehicle in Lahore had a
trained policeman in it to provide first aid &
facilitate proper transportation of the injured.
