The Conference was a great success and 26 different
government, local
and International Organizations participated in the
Conference.
The
following Papers were read at the Conference, which was
presided over by the Secretary Interior Affairs, Govt. of
Pakistan. The Secretary Interior appreciated the efforts of
the Task Force and said that it was time to send Emergency
Services legislation to the cabinet for approval. He further
said that legislation was only a part of the solution and a
lot of effort would be required towards capacity building of
these services for satisfactory performance.

Invitation Letter
Emergencies and
Disasters affect all parts of the society. They can lead to
significant ramifications if they are not handled
immediately and properly. In order to handle these
emergencies efficiently it is vital to have a properly
trained Emergency Service. The recent UNDP & Ministry of
Interior’s Report on Emergency Response Services reveals
serious deficiencies in the emergency services currently
responsible for rescue, fire and disaster management. Recent
incidences have time and again sent us warning signals like
the Fire of Shaheed-i-Millat and National Assembly in
Islamabad or Pace in Lahore, Floods in Islamabad,
Earthquakes in Northern Areas and Fire in Gilgit petrol pump
which was going to burn down the city.
The Task Force on revamping of
Emergency Response Services has developed the long required
legislation to fill in the gaps in this area after detailed
consultations with experts from all over the country and
abroad, discussions with provincial representatives and
groups of senior government officers. The worthy comments
from provinces, public and other stakeholders have also been
incorporated. The legislation and reforms in this vital area
are at a decisive phase.
This is the first conference
of its type on this issue and we would like to share the
above developments with you and also invite you to present
papers and/or make poster presentations highlighting its
importance and suggestions for improvement. There will also
be an award for the best presentation. The conference will
be historic in introducing the concept of Emergency Services
in Pakistan.
