UNDP Report on
Emergency Response Services:
This report has been prepared by the United Nations Development
Programme in collaboration with the Ministry of Interior,
Government of Pakistan to identify the gaps and formulate a
strategy for effective management of emergencies and mitigation
of disasters.
It was
prepared by the association’s President based on the review
conducted by visiting and interacting with all governmental and
non-governmental agencies and personnel responsible for dealing
or helping during any emergencies |
throughout
Pakistan. Effort has also been made to identify possible sources
of volunteers who can be of use during disasters. This National
Report on Emergency Response Services released in June 2002 was
made for the first time in Pakistan and reveals serious
deficiencies in the emergency services currently responsible for
rescue, fire and disaster management.
Based on this study certain recommendations have been made to
improve the existing setup of Emergency Services in Pakistan. In
short a model has been proposed to strengthen the Rescue-15
system of Police as the universal emergency response Centre
backed by an effective Emergency/ Rescue & Fire Services
coordinating with the non-governmental organizations like Edhi
Ambulance Service to provide all the essential services with
trained personnel in the shortest possible time |

Principles of First Aid
and Disaster management
(Published in Urdu)
This books was published
by the World Health Organization for the training of personnel
of emergency services. The book has been written by Dr. Rizwan
Naseer, President of SEMA.
Training according to this book has already been initiated in
Police, Fire Service, Civil Defence, Edhi Ambulance Service and
Health Sector.
An effort has been made to keep the book easy to understand and
yet convey the message to train the
personnel of emergency services including those with limited education.

First Responders in Pakistan
This book was published by Focus
Humanitarian Assistance, Pakistan and was written by Dr. Rizwan
Naseer, President SEMA and Ms. Asma Akbar, Health Coordinator
for
Focus HA.
The book introduces a new concept of importance of training
first responders to any disaster. It covers the topics of vulnerability assessments
for Disasters, Triage, Introduction to human body, Basic Life
support and methods of providing first aid. |
